A refresh solves appearance: paint, hardware, lighting, maybe cabinet fronts. A remodel solves function: layout, storage, workflow, electrical capacity and ventilation. If the kitchen looks tired but works, start with the refresh. If you are working around the kitchen every day, no finish will fix that.

A kitchen influences how a house shows, and an unusable kitchen is a real obstacle at sale. That is different from treating a remodel as an investment with a predictable return.
Recovery on any remodel depends on your local market, the price band of the home and how far the finish level sits above the neighborhood. If resale is the primary motive, ask a local agent what buyers in your area expect before you set a budget.

Live in the kitchen deliberately for a week and write down every moment of friction with the date and the task. Patterns show up quickly.
If the list is about how it looks, refresh. If the list is about where things are and what you cannot do, budget for a remodel and plan it properly rather than spending twice.
